Ballot 2025
From 28 October to 27 November 2025, eligible BID levy payers will have the opportunity to vote on the proposal for a new five-year term of the Blackpool Town Centre BID, which would run from 1 April 2026 to 31 March 2031 if successful.

Voting Procedures
Each business entitled to vote in a BID ballot is allowed one vote in respect of each property occupied or (if unoccupied) owned by them in the geographical area of the BID. Your ballot paper will be distributed at least 28 days before the last day of the ballot.
You will need to cast and return your postal vote by 5pm on 27 November 2025
The certified outcome of the ballot will be published as soon as practicable after the result is known.
The local authority is responsible for drawing up the final list of voters.

Baseline and Operating Agreements
In developing the BID Business Plans for 2026 to 2031, both the Town Centre and Tourism BIDs, detailed consultation was undertaken with Blackpool Council on a range of key matters. The Council has provided consistent and constructive support throughout this process.
In collaboration with the Council, a comprehensive review of existing local authority service provision within the town was conducted, leading to the establishment of agreed Baseline Service Levels. These baselines define the standard level of services delivered by the Council, ensuring that all BID-funded initiatives represent additional enhancements beyond those core provisions.
An Operating Agreement has also been prepared, setting out the proposed arrangements for the collection and management of the BID levy. These arrangements remain provisional and will be confirmed subject to the successful outcome of the forthcoming BID ballots.
